About OSSA

When Odisha became independent and was declared as a special state, its Secretariat was functioning at Patna. Subsequently, when Cuttack became the capital, the Secretariat started functioning at Cuttack. Finally, when Bhubaneswar became the capital, the Secretariat started functioning here.

Since 1957, two Service Associations namely “Odisha Sachivalaya Amala Sangha” for Junior Assistant & Senior Assistants; and “Odisha Secretariat Service Association” for Section Officers to Additional Secretary were functioning for the welfare of employees.

However, due to the increasing workload of the Secretariat, its functioning and administrative responsibilities have increased considerably. In addition, due to various reasons, the Government has been facing difficulties in managing the increasing workload. Therefore, for smooth and efficient administration, there has been a need to strengthen and reorganise the existing system.

Accordingly, as per the decision of the Government, in 2008, in the ministerial service cadre, certain employees were promoted as Assistant Section Officers (A.S.O.) and were posted in the Secretariat. In 2010, the two cadres were merged and the “Odisha Secretariat Service Cadre” was formed, which helped in improving the functioning and efficiency of the Secretariat.

The officers and employees of the Secretariat have been performing their duties regularly and efficiently. The Secretariat Service officers are the principal support system of the administration. It is necessary to increase coordination and cooperation among them and with the concerned departments for better functioning.

To strengthen the employees and make the Secretariat more effective, the previous two associations have been merged and “Odisha Secretariat Service Association (OSSA)” has been formed. This is an important organisation of the State. It has been working for the welfare and interests of the employees and has made representations on various issues.

It is hoped that the OSSA will continue to raise the genuine demands of the employees before the Government and work in their interest.
